Temporary restrictions on travel to Ukraine for foreigners and stateless persons

In response to rising COVID-19 case numbers in Ukraine, the Ukrainian border will be temporarily closed to foreign nationals seeking to enter from 28 August to 28 September.

Certain categories of foreign nationals are exempt from border closure.

Category list:
1. Spouses, children or parents of Ukrainian citizens;
2. People transiting Ukrainian territory and who have documentary proof that they will exit Ukraine within 48 hours;
3. Students studying at a Ukrainian educational facility;
4. People who are carrying out military service with the Ukrainian armed forces;
5. Those who have a permanent and temporary residence permit for Ukraine, and have proof of permission to reside;
6. Recognized refugees or other persons requiring additional protection;
7. People with current Ukrainian work permits;
8. Diplomats, consuls, and representatives of international organizations, and their families;
9. Technical specialists with an invitation from a Ukrainian company;
10. Lorry drivers, and crews of scheduled train, coach, plane and passenger ferry services arriving in Ukraine;
11. The heads and members of delegations of foreign countries or international organizations invited by the President of Ukraine, The Office of the President of Ukraine, Verkhovna Rada (Ukrainian Parliament), Cabinet of Ministers, or Ministry of Foreign Affairs;
12. Other people invited by the Ministry of Foreign Affairs;
13. Military instructors from NATO countries;
14. People engaging in cultural events at the invitation of a recognized Ukrainian cultural body, with one assistant;
15. Sportspeople, taking part in officially sanctioned events in Ukraine, plus support team members;
16. Persons carrying organs or stem cells for transplantation;
17. Persons receiving treatment at a Ukrainian medical institution.

All foreigners are required to provide proof of health insurance that covers COVID-19 observation and treatment for the duration of their stay. (Insurance must be purchased from a company registered in Ukraine or a foreign company that has a representative office or an insurance partner in Ukraine).
